I. Define overall job requirements
(1) Deep understanding of the significant strategic significance of coal-electricity joint ventures.
Coal is China's main energy source, and coal-fired power generation is the basis of China's electricity supply. Coal and coal-fired power are also the basic industries of the national economy, and are highly relevant and mutually prerequisite upstream and downstream industries. Domestic and international development practices show that coal-electricity joint ventures are conducive to enhancing the ability of coal and power companies to resist market risks and promote the coordinated development of the coal and power industries. They are also conducive to promoting the clean and efficient use of coal, reducing the cost of energy for the entire society, and improving energy security. In recent years, under the guidance of national policies, the process of implementing coal and electricity joint ventures by coal and electric power companies has gradually accelerated, and comprehensive results have become increasingly apparent. Relevant regions, coal and electric power enterprises must thoroughly implement the decision-making and deployment of the Party Central Committee and the State Council on ensuring energy security, further improve political standing, summarize previous work experience, make overall plans, follow the trend, break boundaries, eliminate barriers, and build coal power The community of interests promotes the high-quality development of the energy industry and effectively safeguards national energy security.
(2) Clarify the development direction of coal-electricity joint ventures.
Newly planned coal mines and power plants will be given priority to implement coal-electricity joint ventures. Coal mines and power plants will be adapted to local conditions and enterprises to accelerate coal-electricity joint ventures, and large-scale thermal coal and coal-fired power companies will be encouraged to accelerate the implementation of coal-electricity joint ventures.
(3) Refine the realization form of coal-electricity joint venture.
Coal-electricity integration includes coal-electricity integration, coal-electricity cross-shareholding, coal-electricity enterprise mergers and reorganizations, and other forms. Coal-electricity integration refers to the construction and operation of coal mines and power plants by a legal entity; coal-electricity cross-shareholding refers to coal and power companies' mutual participation in power plants and coal mines, and under the same conditions, priority is given to projects with a mutual shareholding ratio of more than 30%; coal-electricity business merger Reorganization refers to coal and power industry integration at the coal and power enterprise group level through absorption, merger, and merger.
Second, strengthen the incremental planning guidance

The overall planning and construction of large-scale coal-fired power bases will be coordinated, and factors such as power delivery channels, consumption markets, local environment, and water resources support capabilities shall be planned to rationally lay out the pit-head coal-fired integration project. Encourage the net transfer of coal from provinces (autonomous regions and municipalities) to adopt coal-electricity integration models for new coal-fired power generation projects, or for coal-to-electricity shares to reach over 30%. During the project design and construction, fuel transportation, coal mine dredging water reuse, low-calorie coal in-situ consumption, boiler ash and slag backfill reclamation and downhole filling, and power station waste heat utilization should be coordinated to give play to the industrial synergy advantages and improve resource allocation efficiency.

Subject to the requirements of the coal power planning and construction risk early warning level and the requirements of relevant documents, the newly planned coal power projects in the central provinces should be given priority in the large coal bases in the province to strive for coal and power joint ventures; the newly planned coal power projects in the eastern provinces should be Priority is given to coal-electricity joint ventures. Encourage the electric power industry to eliminate backward production capacity and develop advanced production capacity in accordance with the principle of equal capacity replacement. Local governments will give priority to supporting coal-electric power generation projects under the same conditions when arranging project approval, construction and commissioning.

Encourage coal mine projects and winter clean heating and back pressure cogeneration projects in the northern region to develop coal-electricity joint ventures, give priority support to coal mines in the approval of new projects, and apply for nuclear capacity increase. Localities are arranging winter clean heating and back pressure cogeneration projects in the northern region. When approving and starting construction, priority is given to supporting coal-electricity joint projects under the same conditions. Focus on supporting long-term and stable joint ventures among coal mines, winter clean back-pressure heating power projects, and central heating heating networks.

Give full play to the advantages of coal-electricity joint ventures, reduce power generation costs, and promote the development of circular economy in coal mining areas. Electric power companies should actively use low-calorie fuel resources such as coal, slime, and coal gangue with a certain amount of heat in the mining area, give full play to the advantages of short transport distances, low storage costs, and low power generation costs. There are many favorable factors such as heating and heating, local environment and water resources supporting capacity, and priority is given to low-calorie coal comprehensive utilization power plants.
Third, optimize the allocation of stock resources
支持异地煤电交叉持股。 (I) Support cross-shareholding of coal and electricity in different places.
Improve the level of coal protection in the regions where coal is transferred to, and encourage the net transfer of coal into coal-fired power generation projects in provinces (regions, municipalities) and coal mines in other regions through cross-shareholding to implement coal-electricity joint ventures. All localities should guide the coal and power companies with long-term stable coal supply and marketing relationships through market-oriented methods to develop cross-regional joint ventures based on market-oriented coal transportation patterns.
鼓励通过合并重组实施煤电联营。 (2) Encourage the implementation of coal and electricity joint ventures through mergers and reorganizations.
Support the implementation of coal-electricity integration and coal-electricity cross-shareholding in coal-fired power plants and coal mines to break through the boundaries of regions, industries, and ownership through asset restructuring and equity trading.
Fourth, strengthen policy incentives and constraints
优先释放煤电联营煤矿项目优质产能。 (1) Priority release of high-quality capacity of coal-electricity joint coal mine projects.
Further increase the conversion ratio of coal capacity indicators for coal-electricity joint projects, and support coal-electricity-linked coal mines to release high-quality advanced production capacity. The unified planning and layout of coal-electricity integration projects will increase the conversion ratio of the capacity replacement index for supporting coal mines to 300%. National or regional coal production reduction measures are implemented, and coal-electricity coal mines are not, in principle, included in the scope of production suspension and production limitation.

Improve the utilization efficiency of coal-fired power generation units, and give priority to the implementation of power trading contracts for coal-electricity integrated projects and projects in which coal-fired power companies have a mutual shareholding ratio of more than 30%. For the units that have not yet fully released the development and utilization plan and participate in the inter-provincial power transmission, the planned hour of the power generation project is determined by the average annual utilization hours of the coal-fired power plants in the sending and receiving provinces (regions, cities).

Give full play to the advantages of low power generation costs and strong competitiveness of coal-fired power generation units, and reduce the cost of electricity for the whole society in a larger scale and greatly. Encourage coal-fired power generation units to participate in the inter-provincial and inter-regional power transactions and power generation in accordance with relevant rules on power transactions. Various electricity market transactions, including spot transactions.
保障煤电联营项目煤炭跨区运输铁路运力。 (4) Guaranteeing railway inter-regional coal transportation capacity of coal-electricity joint projects.Improve the level of cross-regional production and transportation needs of coal-power joint projects. (5) Implement related policies for power consumption of coal-electricity integration project plants.
Reduce the cost of energy for coal-fired power joint projects, include coal and power production at the same location and belong to the same legal entity as the power consumption of coal-fired integrated projects into the corresponding power plant power consumption scope. Indicators can be treated differently in the assessment of enterprises.

Broaden the financing channels for coal-electricity joint projects, guide social funds to establish special funds for coal-electricity joint ventures, and provide financial support for coal-electricity joint ventures. Projects that realize coal-electricity integration through mixed ownership reforms, and mutual-shareholding ratios of coal-electricity enterprises to more than 30%, enjoy related support policies. The National Development and Reform Commission and the National Energy Administration will work with relevant departments to study the asset restructuring of qualified state-owned coal and power companies through asset allocation.

V. Strengthen work organization and implementation

Provincial energy management departments have worked out local provinces (autonomous regions and municipalities) to further develop coal-power joint operation plans in accordance with local conditions, and clarified specific goals, policies and measures, and work promotion mechanisms for coal-power joint operations in the region. Report to the National Development and Reform Commission and the National Energy Administration before the end of October 2019. Localities should innovate working methods, build communication platforms, promote coal and power companies to strengthen cooperation, coordinate and solve problems in the coal-electricity joint venture, and promote the implementation of support measures.

Relevant regions, coal and electric power enterprises should earnestly grasp the construction and operation of coal-electricity joint venture demonstration projects, comprehensively summarize advanced experience and practices, and accelerate the promotion and application of mature conditions. Relevant departments and localities should strengthen public opinion guidance, widely and deeply publicize the importance of implementing coal-electricity joint ventures, do a good job of policy interpretation, respond to social concerns, and form a good public opinion atmosphere.
